Who controls the shoreline?

Lake of the Ozarks formed when Union Electric finished Bagnell Dam on the Osage River in 1931. The lake covers about 54,000 acres across Benton, Camden, Miller and Morgan counties and has about 1,150 miles of shoreline. Ameren Missouri manages the land within the federal project boundary tied to its license for Bagnell Dam, and its Shoreline Management Plan covers all of that shoreline. Every dock, seawall, pier, pump and similar structure must be permitted by Ameren before construction.

How does the permit process work?

  1. Create or log into an account in Ameren's permit system. A homeowner can authorize a Certified Dock Builder or Realtor to apply from the homeowner's account.
  2. Assemble the packet: to-scale drawings on 8.5 by 11 inch paper, the location within your property lines extended lakeward, and the fire district electrical permit or approval for docks and pumps.
  3. For docks, show the dock's dimensions and its distances to your property lines, the nearest docks on each side and the channel or cove center.
  4. Ameren reviews for completeness and its shoreline guidelines. The result is approved, approved with conditions, or denied, and incomplete applications are delayed or denied.
  5. Don't start work until the permit is issued, then finish within the permit's deadline.

Ameren charges processing fees and can penalize work done without a permit or outside its conditions; its permitting page lists current amounts.

What size limits apply?

Ameren's permitting guidelines (Appendix B) set residential limits: 10 or fewer slips, slips up to 55 feet long, docks up to 125 feet wide, walkways up to 6 feet wide and no more than 80 square feet of enclosed storage, with no living or entertainment enclosures. Docks over 3,000 square feet need engineer-sealed plans. A dock and any boat moored to it must stay at least 5 feet inside the extended side property line. In coves up to 500 feet wide, a dock can reach the lesser of one-third of the way across or 25 feet short of center, up to 100 feet; in wider coves, 20 percent of the distance across, up to 350 feet. Stand-alone lifts and lifts anchored to the lake bed aren't allowed.

What flotation is allowed?

Only Ameren-approved encapsulated flotation: a polystyrene or polyethylene/polystyrene copolymer core with a minimum density of 0.8 pounds per cubic foot, inside a solid polyethylene or polyurethane shell at least 0.125 inches thick, with an 8-year warranty against sinking and cracking. New or recycled plastic or metal drums are prohibited.

What about dock electricity?

Lake-area fire districts and the Village of Four Seasons require electrical inspections and permits for private docks with power, separate from the Ameren permit. In the Osage Beach, Lake Ozark, Sunrise Beach and Four Seasons areas, a dock's electrical system must pass inspection within the previous 12 months before its permit transfers to a new owner. Ameren recommends monthly testing of GFCIs and bonding wires, never resetting a GFCI or breaker while someone is swimming nearby, and swimming away from a dock and exiting the water elsewhere if anyone feels a tingle.

How do lake levels affect a dock?

Full pool is about 660 feet. Bagnell Dam's license allows the lake to drop to 650 feet under normal conditions and 645 feet in an emergency, and it is usually lowest in winter to early spring. Ameren suggests designing docks to withstand 650 feet, and says levels depend on power demand, weather and upstream releases, so long-range forecasts aren't reliable.

What are the seawall rules?

Riprap of clean limestone or native rock 8 to 12 inches across is preferred. A seawall needs at least 24 inches of vertical erosion and 5 feet of riprap at its toe, generally can't go below elevation 658.5 feet, and can't be used to gain land. Shoreline work other than docks that reaches lakeward of 658.5 feet or into a wetland also needs Corps of Engineers approval.

Common questions

Do I need a permit to re-foam my dock?

Ameren requires re-foaming to be done by a Certified Dock Builder or the property owner using approved flotation. Ask Ameren or your builder whether your job needs a modification permit.

How low can Lake of the Ozarks get?

Bagnell Dam's license allows 650 feet under normal conditions and 645 feet in an emergency, against a full pool of about 660 feet.

Does my dock permit transfer when I buy a lake house?

Not automatically. The new owner files a transfer application with the deed and, in several fire districts, a recent dock electrical inspection.
